Campaign for Learning response to the Education and Inspections Bill 2006:
The Campaign for Learning believes a key test of the proposals in the Education Bill will be whether they work to support collaboration between schools and between schools and other organisations.
Linda Siegle, chief executive of the Campaign for Learning says, ‘We believe it is not structures but cultures that determine success. A school ethos that puts teacher learning at the heart of the education process undoubtedly leads to better outcomes for pupils. Our Learning to Learn action research programme in schools, now in its fifth year, shows that this internal teaching and learning dynamic flourishes particularly well when teachers receive good external support and stimuli that contribute to their own enthusiasm and professional development
‘We are pleased that Local Authorities will maintain a strategic role in supporting schools and trust that this will ensure that high standards are achieved across the board and not just in specific schools.
‘Our research shows that enabling organisations such as Local Authorities, Education Action Zones and Universities can play a key role in providing strong local support that encourages real collaboration between schools. This in turn provides the impetus for the development of teacher learning within individual schools.’
Whatever school structures eventually emerge, the Campaign for Learning sees the opportunities for collaboration and mutual support between schools and between schools and other organisations as very important. The Campaign will be interested to see how the Bill progresses and, when enacted, how much collaboration is eventually achieved.
