This briefing will examine the strategic role of the Foundation Learning Tier in the context of assisting some of the most disadvantaged 14-19 learners. It will also look at the role of Foundation Learning Tier in relation to the raising of the learning leaving age to age 17 in 2013 and to 18 in 2015.

Delegates will hear from Andrew Lambe of the LSC and Dylan White of QCA.
