The Conservatives have published a consultation paper on their proposal for a FEFC and the development of lifelong learning accounts. Tricia Hartley, Chief Executive of the Campaign for Learning and Arnold Fairless, Policy Officer, NCFE will critique the paper and the plans for FE under a Conservative government
