Level Two Trial Project
Commissioned in 2005 by the Learning and Skills Council (LSC), this project focused on the potential of Sure Start and Children’s Centres to promote Level Two opportunities to people who might not otherwise hear about them. Working with local LSCs in the North East and South East regions, we organised six seminars to bring Sure Start and Children's Centre staff together with IAG providers, LSC staff and other key agencies to obtain feedback on the Trial from a Sure Start/Children's Centre perspective.

All participants involved expressed positive views on the Trial and its potential to raise aspirations and improve chances for parents, carers, staff of Sure Starts and Children Centres and others in the workplace

Participants felt that the Level Two entitlement needed to be very flexible to take into account the different needs and circumstances of learning

There was a consensus that ‘first step’ learning – and funding to support this – would be key to progress people onto a full Level Two

The issues and recommendations relate to a number of areas including Availability and Clarity of Information; Financial Help and Support, Promotion of Learning and Children’s Workforce Standards
